Lynas has been operating a rare earth processing plant in Gebeng, Kuantan, Malaysia since 2012, generating large amounts of radioactive waste (WLP). This has led to long-term concerns over environmental damage and public health risks, with many viewing Malaysia as being treated by Lynas as a "foreign company's waste dump."

Lynas consistently emphasizes its economic contributions and technological improvements, but has repeatedly failed to fulfill its promises to citizens regarding waste export and transparency. Meanwhile, the Malaysian government has wavered between economic interests and public pressure, repeatedly granting licence extensions and effectively tolerating the situation, without ever fully resolving the radioactive waste issue.
